Board of Commissioners

The Hoffman Estates Park District is governed by seven elected commissioners, representing the recreational needs of the community for four year unpaid terms. Park Commissioners have the power to levy taxes within prescribed limits, establish or change Park District policies, sign agreements, award contracts and possess all of the powers similar to those of a Board of Directors for a public corporation.

The park board also hires an Executive Director to manage the day-to-day affairs of the park district. The Executive Director hires professional staff to assist in managing operations. The Executive Director also works to keep the board of commissioners informed of the happenings within the park district.

Board Meetings

Ron Greenberg, President

Elected to the Board in 2007, Ron Greenberg is now the President of the Board of Commissioners. He has served on the Administration & Finance Committee, Recreation Committee, Building and Grounds Committee, the Forward Planning Committee, and the Budget Committee in years past.

He has also served the Village of Hoffman Estates Fire Department Pension Board (4 years), Village of Hoffman Estates Celebrations Commission (4 years), Greater Woodfield Sports Council (5 years). He has served on the Board of the Northern Suburban Special Recreation Association for 8 years. Ron achieved Distinct Board Member status at the 2009 IAPD Conference. In his professional career, Ron is retired from Harper College where he was Facility Manager for 17 years. He also worked for the Wilmette Park District as a manager for 9 years and the Prospect Heights Park District as Director for 8 years. He owns two local businesses in Hoffman Estates.


Keith Evans, Vice President

Elected to the Board in April 2007, Keith Evans is now the Vice President of the Board and Chairman of the A&F Committee. Keith previously served as Treasurer as well as chairman of the Recreation Committee and Forward Planning Committee and Youth Commission. Keith is president of Hoffman United Soccer Club (HUSC), and has volunteered as basketball, soccer, baseball and softball for Hoffman Estates Park District. Professionally, Keith is president of Key Financial Insurance Agency, Inc. an independent insurance agency. Keith and his wife Sue have 4 children.


Kaz Mohan, Treasurer

Kaz Mohan is currently the Treasurer. After completing a two-year appointment to the Hoffman District Board of Commissioners, Kaz Mohan was elected to a four year term in April 2005. Kaz previously served the Board as Vice President as well as being the chairman of the Building & Grounds Committee and commissioner for the Youth Project Advisory. Kaz has been very involved in Hoffman Estates, serving on the Village's Environmental Commission and the Capital Improvement board. As chairman of the Recreation Committee, he offered insight and direction on recreation opportunities for the community. Kaz is a veteran of the Illinois Department of Transportation, where he has worked as an engineer for more than 20 years.

Dean R. Bostrom, Secretary / Executive Director

Dean R. Bostrom has been the executive director of the Hoffman Estates Park District since 1997. Dean is responsible for managing the day-to-day operations of the park district and oversees a full-time staff of 59. Dean was instrumental in developing the park district's comprehensive master plan, which led to the Hoffman Estates Park District earning the state's Distinguished Agency Award in 1999 and 2006 and earned them Gold Medal finalist status in 2007 and 2008 and the Gold Medal Award in 2009. Dean also received the IAPD Honored Professional Award in 2009.

Lollie Guiney, Assistant Secretary

A member of the park district board since 1997, Lollie is now the Assistant Secretary. Lollie has also been influential in developing better older adult opportunities within Hoffman Estates. In addition to previously serving as Assistant Secretary for the Park Board, Lollie now serves as chairwoman for the Recreation Committee. Lollie is an award-winning athlete and has competed in the National Senior Olympics for the last five years where she has earned gold, silver and bronze medals for everything from track to basketball


Lili McGovern, Commissioner

Elected to the Board in April 2007,  Lili previously served as the Board President, Assistant Secretary as well as the chairwoman for the Forward Planning Committee. Lili has been in parks and recreation her entire professional career, having worked as a Center Director in Oak Park, and then for the Forest Park Chamber of Commerce, first as their special events coordinator and later as their Executive Director. In 1989 she accepted the position as Stables Director for Palatine Park District. In 1998 she joined the National Recreation and Park Association (NRPA) where she coordinated all the activities of the National Aquatic Branch. She was also Acting Director of the Great Lakes Region while NRPA was in the process of reorganizing. For two years, Lili was National Development Director for Starfish Aquatics, an aquatic risk management and training agency. During that time, Lili worked with park districts, private fitness centers, military bases and municipal agencies across the country helping these organizations manage their staff and facilities more efficiently and safely. Lili was instrumental in introducing new lifeguard training methods to many Chicago Area Park Districts.


Craig Bernacki, Commissioner

Craig Bernacki has been a park board commissioner since 2001, previously serving as the President. He has served as the district's teen commission liaison and as the district's representative to the Intergovernmental Youth Project Advisory Board. In his professional life, Dr. Craig Bernacki is a practicing chiropractor in Schaumburg


Scott Triphahn, Commissioner

A commissioner since 1997, Scott Triphahn has served as park board president four times. Dedicated to parks and recreation, Scott has also served as past chairman for the Illinois Association of Park Districts (IAPD), an association working to advance park districts, forest preserves, conservation and recreation agencies for the benefit of Illinois residents.

Scott earned IAPD's Rising Star recognition in 1999, and was awarded its Chairman's Citation for his exemplary leadership and effective action toward advancing parks, recreation and conservation throughout Illinois. Scott is active in the community in other ways as well, serving as chair of the Northwest Suburban Chicago Sports Council, is a member of the Village's Economic Development Commission and is chairman of Children's Memorial Commission. In the private sector, Triphahn owns a local engineering firm.



Standing/Special Committees

Standing Committees comprised of up to five residents and two Park Commissioners are appointed by the Board annually. District staff report to the Standing Committees on a monthly basis. Once each report is received, reviewed, and subsequently approved by the Committee, the Committee then makes its recommendation to the full Board during the monthly Board meeting. Community Representatives do not vote as members of the full park board.

Residents interested in serving on these committees should submit a letter of interest to the Park District Executive Director no later than April 30th of each year. Appointments will be made at the Board's annual meeting in May.
